Proposal of a governance framework model for science and technology parks in Brazil

Science and Technology Parks (STPs) play a strategic role in strengthening innovation, competitiveness, and regional development by connecting public and private actors in collaborative environments for knowledge and technology generation. However, governance gaps persist in these environments in Brazil, limiting their potential to promote sustainable development and reduce territorial inequalities. This study proposes and evaluates a governance framework structured around five key axes: Strategic Governance, Governance Structures, Communication and Networking, Policies and Compliance, and Socio-environmental Responsibility. The methodology combined literature review, document analysis, and consultation with 54 experts from different Brazilian regions. The results show broad acceptance of the framework, with 88% of respondents highlighting its applicability, adaptability, and potential to improve management processes and institutional articulation. The study concludes that the framework contributes to aligning STP governance with public policies and regional development strategies.
