The stage of schooling in Brazil, especially secondary education, has already undergone a series of reforms and there is one underway in the country's current educational context. In view of this, this project aims to present an analysis of the processes that led to the creation and support of basic education in Brazil. To achieve the results, the methodology will be qualitative, based on documentary and bibliographic analysis. This path is essential in order to reach the central objective of this reflection, which is to think about the intentions and guiding rationalities of the processes of (re)structuring secondary education in Brazil based on the training itinerary of professional and technical training. In order to contemplate all the stages, a reading of political and social factors under the well-defined plans of neoliberal values cannot be disregarded, since it is these that sustain and feed the debate with the aim of maintaining ever closer links between the ideological construction of education and the interests of the economic market.
Keywords: educational reform; new secondary education; neoliberalism; intentionalities and rationality; technical and professional education.
