The new gas market in Brazil: challenges and opportunities for the “capixaba” economy

Since 2019, the liberalization process of the Brazilian natural gas industry has been accelerating. In 2021, substantiating the ongoing changes, Law 14,134, known as the “New Natural Gas Law,” was enacted. One of the main concerns of the “New Gas Law” was the harmonization of federal and state regulations. In this regard, the State of Espírito Santo has been standing out. The Petrobras divestment process, also initiated during this period, allowed the Espírito Santo government to create a natural gas distribution company whose concession contract complies with the changes introduced in federal regulation. Therefore, this article sought to analyze the impacts of changes in the regulatory framework of the natural gas industry on the economy of the State of Espírito Santo. The main conclusion is that the new regulatory framework defined by Law 14,134 is insufficient to unlock investments in the Espírito Santo natural gas industry.
